That's really hard to comment on as CPU Usage is specific to a server. So a web hosting company may have a 100 servers and each individual server will have a separate number of websites hosted on it each fighting for resources such as cpu usage. What you will typically find is that web hosts who offer plans with unlimited features or plans that are less then $10 a month will typically place a large amount of websites on there servers so the CPU Usage is quiet high. And the opposite can be said for those charging $30 a month for x amount of bandwidth and disk space, these web hosts will typically place a certain amount of websites on a server as to not overload it's resources

I believe most hosts, both free and paid has CPU limits.
